Tri-County Soccer League Procedures

1)    Game Fees and Fee Split

a)     3 Referees $150 (70/40/40)

b)    2 Referees $120 (75/45)

c)     1 Referee $80.

d)    The Center Referee is responsible for an assignor fee of $5.00 per game which will be billed by the SCSRA-Ventura Treasurer.

2)    Match Report Instructions

a)     Match reports shall be sent within 24 hours, to TCSL: Andy Gillespie at 2462 Cedarwood Circle, Simi Valley, CA 93063.

b)    Match reports must be written legibly.

c)     Identification cards withheld for Send Offs will be included in the Match Report to Andy Gillespie.

d)    If there are Send-Offs in the match, email or mail a copy of the Match Report to Ian Anderson and Luis Gutierrez

e)     Match reports must contain the numbers for goal scorers, and the numbers/ explanation for cautions and send offs. Particularly for send offs, note on the back of the report or a separate page, a full detail description of what occurred, what time it occurred in the match, and any other facts that are pertinent to the action taken.

3)    USSF Referee Report Instructions, when required:

a)     What to report

i)      Serious Injury

(1)   Loss of consciousness

(2)   Injury requiring hospitalization

ii)     Violent conduct by anyone present

(1)   Referee Assault

(2)   Fighting by players or spectators

iii)    Referee abuse resulting in anyone being ejected by referee

(1)   Touchline misconduct by players or team officials

(2)   Spectator misconduct

iv)    Assistant referee dismissal by center referee

v)     Straight red cards issued to players or substitutes

4)    Authorizing Play for Players Without Player Passes

a)     Only Andy Gillespie can authorize a player to play in a TCSL sanctioned game without a TCSL ID. The only sanctioned procedure for a player to play without an ID is for Andy to contact Ian Anderson via a phone call or e-mail and for Ian to pass this information on to the match referee.

b)    Otherwise, NO TCSL ID, NO PLAY.

5)    Parking at Borchard Park Fields

a)     Do NOT park on the back street (Gerald).

b)    Please park in the lot at the southwest corner of Reino and Borchard

6)    TCSL League Cup Competition Rules:

a)     Matches are played with two (2) halves of 45 minutes each.

b)    If the match is tied at the conclusion of 90 minutes:

i)      Coin flip to determine direction and kicking team.

ii)     Play two (2) halves of 15 minutes each (a full 30 minutes), with a 5 minute half time.

c)     If the match is tied at the conclusion of the 30 minute mini-game:

i)      Only the players on the field at the conclusion of the mini-game may participate in the Kicks from the Mark process.

ii)     Coin flip to determine first kicking team.

iii)    Five (5) players kick, alternately, to determine a winner.

d)    If the match is tied at the conclusion of the first 5 rounds of Kicks from the Mark: a. Select one player from each team to kick, alternating, until there is a goal differential to determine a winner.

a)     If the match is tied at the conclusion of the all 11 rounds of Kicks from the Mark:

i)      Select one player from each team to kick, alternating, from the original pool of 11 players, until there is a goal differential to determine a winner.
Note: Reduce to Equate in case one team has less than 11 players participating in the Kicks from the Mark.
