Minutes of the Referee Meeting
Sept. 19 2001
The meeting was called to order
by Eduardo Rodriguez at 7:35 p.m.
New
members Dan Nagl, Dan Nagl Jr. & Michael Castander were introduced to
membership.
Secretary: Minutes were
distributed to members prior to meeting.
Discussion on minutes that some things were left out. Minutes will be revised and posted on the
web site.
Treasurer: Joe Puliti provided Status of checking and savings account.
Report is available for all members to review
Standards Committee: Chairperson Not present. Waived report.
Assignor: Members
have not provided assignor with their up to date availability. To get CSL games a referee must register
with the CSL on their web site. They assign you a User ID (name) and
password. The site has selection for
referee availability and Assignment
acceptance system. Referees must access
the CSL website to confirm or refuse assignments. Use the following URL to
access their web site for referees. http://www.coastsoccer.com/referees
There is a problem
with accepting partial assignment.
Assignor is not automatically notified if you only accept partial
assignment. You must e-mail/ notify Assignor
if you accept partial assignments. Also
if your availability falls outside of the CSL windows of 8- noon, noon to 4, 4
to 8pm contact Assignor with your availability directly. The proper procedure is to contact Assignor
directly if you can only accept partial assignment, before you input the
acceptance into the CSL web site. You
will get an e-mail from CSL when Assignor assigns you games. You are to go to the web site and see
Assignment Assigned. Assignments are by
fields and days. Input your acceptance within 48hrs or contact Assignor
directly if there is a problem or you can only accept partial assignments.
Assignor
usually assigns Sat games on Monday and Sun games on Tues. By Wed Assignor
starts to reassign games that have not been accepted. We need to get out the
word to referees not present at meeting on how CSL referee assignments work. El
Camino league referee assignments will be directly from Assignor.
Assignor
stated that there still is a problem with the availability of referees. There doesn’t seem to be enough referees
available for the number of fields that we have assigned from CSL & El
Camino league. There are 105 referees
associated with the VCRA, but only 30 are available on any given Sat or
Sun. Some referees have not signed up
with CSL yet and some have not responded to Assignor with their availability.
CSL
web site provides the referee with a list of the referee team assigned to the
game you have accepted. The list
includes their e-mail. Members
requested a list of the referees phone numbers be provided to the
membership.
Member
requested if it was possible if he could call a fellow referee and get them to
work game with them. Member requested
if a VCRA referee phone list could be provided to members so he could call a fellow
referee. BOD decided that a phone list
could be provided, but the list would be treated as a Confidential List. Anyone for any reason who doesn’t want his
or her phone number on the list, his or her name phone number would be removed
from the list. After some discussion
the BOD decided that all game assignments MUST go through Assignor. If you know someone, then contact Assignor
and get Assignors okay before you call him or her to work your game with you.
A
motion was call for and seconded for a vote of Appreciation of all the work
Association Assignor Joe Campisi does for us.
Training:
Topic:
Filling out the Game Match Report correctly. Must have coaches
License Number on CSL report. Keep cards in your possession until end of
game. Return all cards to coach. Only keep a card if there is an
Assault. If you issue a Red Card- i.e./
send off for a player. Or if you send
off a coach. You indicate on the Match
Report the reason for send off. The
reason must be One of Seven send off offenses. You must also complete a USSF
Supplement Referee report and state reason for the send off. Use correct Misconduct terminology in the
report. (At the 64-minute player # 18,
received a Caution for Unsporting Behavior for hard tackle to opponent. This was second Cautionable offense and
player # 18 was sent off for receiving a second caution (yellow card). Remember
Serious Foul play when Ball is in play and Violent Conduct is when Ball is out
of play. Fax a copy of the Referee
Supplemental Report to Assignor or VCRA President Edwardo (fax # 384-0060)
Limit comments on the report to the facts with no opinion. For report writing remember 5 Ws and H-Who was involved (i.e. player #,
team x), What happen (player
did this), What didn’t
happen, When did it happen, Where did it happen, How did it happen. You must be specific; you must not give
opinions, just state the facts. If you
must deal with misconduct from sidelines either by spectators or coach. First you warn the coach, Coach you are being warned for the following
behavior. Never show a coach a yellow
or red card. Second: if sideline or
coaches behavior continues then you Send
off the coach. You do not eject them.
Coach you are being sent off
for the following behavior. After the
Coach is sent off, if there is no Administrator there with Both a Blue Risk
Management card and a white Administrator card assigning them to that team,
then the game is Terminated. That is why you must keep Cards until after the
match.
Check
in. Their must be a Blue Risk Management Card with coaches license # and a
white Administrators card with coaches specifically assigned to team you are
checking in. If both cards are not
present, There IS NO GAME.
Assault:
If there is an assault on a referee, keep the offenders cards. Fill out a report and send report and cards
to
MATCH

Rodriguez moved to adjourn the meeting and the motion was seconded. The meeting was adjourned at 9:45 p.m.
