Monthly Membership Meeting
October 19, 2004

Stormy night. Board members present were Luis Gutierrez, Maggie Saling and Joe Campisi. There were 15 members present. 

Randall Reyes speaker. 

Meeting called to order at 7:40. 

Randall Reyes spoke about Law 11 and the profiles of Professional Referees. FIFA has sent new guidelines about participation for the Offside Law. Even if a player is moving toward the ball and was in an offside position when the ball was played, the referees must wait to ensure that there is no other offensive player that can play the ball before making the offside call.
