Coast Soccer League Procedures
1)
2009 CSL Game Procedures
a) All
U16 and older teams are allowed a 22 person roster but only 18 of the 22 will
be listed for any game.
Non-participating players (players 19 through 22) need to be crossed off
the game roster before the start of the game.
b) Any
misconduct written up as Violent Conduct will result in a minimum of six games
suspension for the player. There is no
appeal for a violent misconduct. Violent
Conduct is now the only incident where a player's card is retained by the
center referee and mailed with the match report. DO
NOT keep cards for any other misconduct
(serious foul play, second yellow, etc.).
c) All
match reports MUST be sent in
immediately after the game. A fine will
be levied against the lead referee for a missing match report. The home team is responsible for giving the
center referee 3 copies of the match report and a stamped addressed envelope
before the start of the match.
d) Referee
fees have been increased to $1.40 per minute for 2009-2010. Game fees are collected in cash, half from
each team before the start of the game.
e) For
SCSRA-Ventura, game fees are split evenly between the referee team.
f) Youth
referees (under 18) that work more than 10 games during the CSL season (this
includes league cup) are eligible to receive a $50 voucher for uniforms.
g) Casts
are now permitted so long as they are not considered dangerous. It is up to the individual lead referee to make the
determination of whether the cast is dangerous and whether to allow a player
with a cast to play.
h) The
referee team shall be reimbursed $75 for any League Cup forfeit and not the
full game fee.
i) Goals
must be secured or weighted so that they can’t tip during play

Game Reports
a)
All 3 sheets filled out in full by the center referee, indicating:
i)
Final score
ii)
Goals scored by each player
iii)
Cautions and Send-offs, including short reason:
(1) Caution:
Unsporting behavior, delay restart, respect distance, dissent, persistent
infringement, enter or reentered field without permission, leave field without
permission
(2) Send-off:
Serious foul play, violent conduct, spitting, Deny goal – handling, Deny goal –
foul, foul or abusive language, second caution
b)
Signatures on completed match reports
i)
Center referee (make sure you also print your name if not already
preprinted
ii)
Team official (Adult with a team Coach or Administrator pass)
c)
Distribution of game reports
i)
Mail one copy to Coast Soccer League in the stamped envelope provided by
home team. The report must be mailed
within 48 hours.
ii)
Give a copy to each team, given to official that signed match report

Submit the report to Coast Soccer ONLY in the following cases:
i)
Referee Assault
ii)
Referee Abuse
iii)
Violent Conduct (or any non-Referee Assault)
(1) By players or team officials
(2) By spectators
iv)
Touchline Misconduct
(1) Verbal statements or
(2) Physical actions that
(3) Impede distract, interfere, or
delay a referee from the duties of game management
v)
Serious injuries during the game
(1) Unconsciousness
(2) Broken bone
(3) Any other injury can reasonably
be expected to result in a trip to the hospital for urgent or emergency care
a)
Distribution of USSF Referee report copies

Referee, as record in case you are contacted by our assignor, CSL, or Cal
South
4)
Confiscation
of Player or Administrator Passes:
a)
Passes are to be confiscated for only the following reasons:
i)
Referee Assault
ii)
Violent Conduct by a player, coach, or administrator
b)
Do not confiscate passes for:
i)
Referee Abuse
ii)
Touchline misconduct
c)
Mail confiscated passes with a copy of the match and USSF Referee Report
